Our Departments

Our Brussels Head Office, which is the operational heart of the brokerage firm, houses our main operational departments, our asset management department, as well as the various prudential control departments. Our Brussels Head Office also houses our backup IT centre, which replicates our IT production centre which is based at our Soignies Head Office, 40 kilometres from Brussels.

The following departments are based at our Brussels Head Office :

Dealing

The Dealing Department is responsible for routing stock market orders entrusted to our firm and ensuring their best execution.

Stock market orders entrusted to us by our clients, either in one of our branches or online, are automatically transmitted in our IT system, which after automatically checking their validity, transmits them either directly to the market, or directly to our dealing desk. In the event of any anomalies in an order, our Dealing Department controls the order and corrects it as necessary so that it can be transmitted either automatically to the market or manually counterparty.

The dealing table, which is equipped with IT tools for markets such as Bloomberg and Reuters, handles large-volume orders on the markets where we have automatic routing facilities (Euronext, Euronext Derivatives, AMEX, NASDAQ, NYSE, CBOT, Luxembourg, CBOE Europe, etc.).Similarly, the dealing desk processes orders on markets for which we employ the services of one of our correspondents.

Mister Fabrice Jähne

Mr Fabrice Jähne, who has a degree in commercial and industrial psychology from ULB, joined the financial sector in 2002 shortly after graduating, when he was recruited by Euroclear Bank in Brussels. He was initially responsible for processing credit applications from the bank’s institutional clients, but was rapidly promoted to the position of account manager and was responsible for ensuring the quality of the settlement-delivery and custodian services provided to the financial sector. Mr Fabrice Jähne decided to join Leleux Associated Brokers in December 2006 and he was very rapidly promoted to Head of the Dealing Department.

Holder of a Marketing degree from the EPHEC in Brussels, Ms Marie-Paule Musi began her professional career in the organisation of trade fairs and public relations management in Belgium and France. She soon decided to change career paths to the financial sector and joined a major bank, where she was in charge of Corporate Actions. She then also assumed the position of administrative manager of a local mutual fund (SICAV). In July 2019, Ms Marie-Paule Musi joined the Management Department at Leleux Associated Brokers. There, she is responsible for placing stock exchange orders, responses to Corporate Actions and Currency Exchange Transactions, as well as administrative monitoring of the files of clients receiving the portfolio management service.

Securities Department

Our securities accounting department is responsible not only for reconciling custodian accounts, but also for Belgian and international settlement activities, the processing of securities operations and the payment of matured securities and the transfers of securities via account entries.

Each transaction executed generates a settlement-delivery operation, i.e. an exchange of securities against cash, either directly vis-à-vis the market counterparty, or via the market clearing house. With the internationalisation of stock market operations, our firm has introduced modern and efficient settlement systems in order to settle all transactions rapidly. Leleux Associated Brokers is a member of the various major European clearing houses (LCH.Clearnet).

All securities deposited by our clients are re-deposited with high-quality approved custodian banks. Our Securities Accounting Department is responsible for controlling securities deposited physically by our clients and for their transmission to the issuer for dematerialisation. At the same time, the department processes requests for the transfer of dematerialised securities via account entries and controls movements of dematerialised securities into and out of our securities accounts with our custodians. It is therefore important to reconcile these accounts carefully in order to control the position of our clients in comparison to those of our custodian banks.

All securities deposited are closely monitored so that all relevant securities operations can be rapidly implemented as and when necessary (takeovers, optional dividends, regularisation operations, share splits, etc.).Alongside these complex operations, another equally important function involves following the payment of dividends and interest on financial instruments, as well as the repayment of the capital of matured bonds. All these tasks are carried out by our Securities Accounting Department.

Finally, the Securities Accounting Department is responsible for creating and keeping up-to-date our securities information sheets which cover 800,000 securities. Other than securities data automatically created and supplied to us by Euronext, Euronext Derivatives, the Luxembourg Stock Exchange, CBOE Europe and Xetra, numerous other products are created every day in order to provide clients with as complete a product range as possible.

Mister Patrick Duquesne

With a Masters in Business Management from ISG Namur and a Masters in Finance and Accounting from the Brussels Business Academy, Mr Patrick Duquesne began his professional career in the financial sector in a Brussels-based international bank as a specialist in transaction processing and Swift protocols. Patrick Duquesne was very quickly entrusted with the management of his department, meaning that he supervises all the back office operations handled by the bank across Europe. In September 2020, Mr Patrick Duquesne joined Leleux Associated Brokers as Head of the Securities Accounting Department.

A graduate in Secretarial Studies from the École Industrielle Supérieure de Mons, Ms Dalila Elhocine began her professional career as an administrative assistant for an energy supplier. Interested in the financial sector, Ms Dalile Elhocine joined a Brussels financial institution specialising in the administrative management of mutual funds. Drawing on this experience, she joined the Securities Accounting department of Leleux Associated Brokers in November 2020, where she performs the daily reconciliation of securities assets deposited with our custodian banks (Euroclear Bank, National Bank of Belgium, Transfer Agents, etc.) with our Securities Accounting department.

Motivated by her passion for the financial markets, Christine Thys joined the brokerage firm of Union Belgian Brokers in March 1999, where she was in charge of processing stock market orders on the Brussels Stock Exchange. When J. Leleux & Cie merged with Union Belgian Brokers in January 2001 to form Leleux Associated Brokers, Christine naturally joined the Dealing Department. After 14 years in this role, she sought new challenges within the company, which she successively found in the Treasury, Portfolio Management, Compliance and Securities departments.

Treasury

A priority for our firm is to ensure that our clients are remunerated at all times for the assets deposited with us. Accordingly, our Treasury Department invests our cash balances and those of our clients. Similarly, he supervises funds received from our correspondents and credits the corresponding amounts due to clients on the assets they have entrusted to us. Finally, in application of the ISD and CAD directives the department is also responsible for segregating the assets of our clients, that is to say all the cash credit balances on bank accounts held in the name of the brokerage firm’s clients and not belonging to the brokerage firm.

In order to optimise client security every accounting operation is re-checked by another employee in the Treasury Department according to the four eyes principle ("Vier Augen Princiep") which requires every account movement to be validated by two different people. These reconciliation operations are essential for the proper functioning of our company.

Mr Frédéric David, who holds a bachelor’s degree in law and commercial management (Ephec), began his professional career in 1998 with a well-known Belgian bank, where he was responsible for the administrative management of client portfolios under management. In 2002, he decided to join a private Belgian company which operated internationally and he was responsible for the group’s cash management. Then, in September 2007, M Frédéric David joined Leleux Associated Brokers as Head of the Treasury Department. In this capacity his responsibilities include managing the firm’s cash balances and those of its clients according to the most favourable market conditions.

Support & Infrastructure

The role of our Support & Infrastructure Department includes responding to all the information requests from the different account managers of our brokerage firm concerning transactions carried out over a client’s account. The department also provides level 1 and level 2 IT support to our agencies. Similarly, the commercial support department is responsible for relaying this information to our institutional clients’ relevant departments using the Remote Brokerage & Custody services. The department also oversees the day-to-day management of IT production.

This department therefore acts as the liaison between our account managers and our institutional clients on one hand, and our operational departments on the other. It is therefore essential for a timely and efficient response to information requests from our clients, as well as for the resolution of any incidents detected in this way.

The Support & Infrastructure Department is also responsible for the maintenance of the company's IT infrastructure (IT networks, telephony, firewalls and systems) and the roll-out of new applications developed for our clients. To this end, the department conducts all the preliminary tests required to launch these new apps.

Mister Vincent van Doorslaer de ten Ryen

He was very rapidly promoted to the Inspection Department, with responsibility for controlling the activities of our operational departments. Then, in 2004, he set up the Support & Infrastructure Department which he has managed since that date.

She then joined the Securities Accounting Department, where she is responsible for our securities factsheets and controlling consistency throughout the database. In january 2024, Ms. Nadia Nasr joined the Support & Infrastructure department of Leleux Associated Brokers where she provides daily support to our agencies and institutional clients.

Mister Yannik Delforge

Mr Yannik Delforge, who holds a bachelor’s degree in IT from the ISAT, began his professional career in 1989 with a private company where he was responsible for the management of the company’s stock of computers and telephony system, as well as the development and rollout of production software. Ten years later, he joined a Belgian brokerage firm where he was given responsibility for the management of the company’s computer servers and the maintenance of its computer network. In order to develop his career and capitalise on his experience and the numerous training courses he had attended, Mr Yannik Delforge decided to join Leleux Associated Brokers in January 2006. Since then he has been responsible for the administration of our servers and stock of computers, as well as the management of our network and our firewalls.

IT Development

In order to ensure the maintenance of its IT applications (management of trading orders, cash and securities accounting, access to markets, online applications) and to continuously develop new features for its clients, Leleux Associated Brokers has a team of programmer-analysts and business experts dedicated to new developments. This team is part of the IT Development department and looks after all the new IT projects taken on by the brokerage, functional analysis and programming departments.

This team is formed of two divisions. On the one hand, there are the business specialists and project managers who are responsible for overseeing large-scale projects, in particular those involving application development for our Remote Brokerage & Custody clients. On the other, the programmer-analysts who are in charge of analysing and developing IT change requests.

Mister Guibert Martens

After having obtained a bachelor’s degree in accounting from the IEPS, an advanced degree in applied economics from the FUNDP, a master’s degree in financial management from the ICHEC and a master’s degree in financial risk management from Saint-Louis, Mr Guibert Martens joined the brokerage firm in September 1997 as an internal auditor. In July 2005, he headed up the Remote Brokerage & Custody department, from where he managed the commercial and operational aspects of our institutional client relations. Bolstered by his many years of experience, Mr Guibert Martens is now part of the IT Development department, where he manages the team of business experts.

Asset Management

Our Portfolio Management Department is situated at our registered office in Brussels. The Department is responsible for the effective management of the portfolios of those of our clients who opted for our discretionary management service.

In regard to portfolio management, the Department works in three stages:

- The first stage is aimed at a good understanding of the global economy, and its translation into strategic allocation by classes of assets, and into investment themes to be incorporated into our clients’ portfolios.

- The second stage involves the effective selection of the most promising individual values, on the basis of the analysis material and research notes from the Financial Analysis Department.

- The third stage consists of the tactical implementation of the strategy within the client portfolios in Investment Management.

In collaboration with our Financial Analysis Department, our Management Department publishes the monthly review that we provide free of charge to our clients, either on our website or by mail.

Julien Decraecker has been the Head of Asset Management at Leleux Associated Brokers since mid-2022. A position he took up after gaining experience in Ireland, Luxembourg and the Netherlands, including as Vice President of Portfolio Management for a specialized asset manager.

Through his previous experience, Julien developed an expertise across asset classes.
This expertise is very useful in structuring the portfolios at Leleux Associated Brokers, where the use of a variety of financial instruments within each portfolio is one of the pillars of the investment strategy.

Financial Analysis

Located at our registered office in Brussels, the Financial Analysis Department analyses the individual securities quoted, their performance, their risks and their development possibilities. The Financial Analysis Department releases fundamental and technical analyses of listed companies on a daily basis, along with a selection of the most interesting bonds at the time. These analyses can be sent to our clients free of charge via our Leleux Fundamental News, Leleux Technical News or Leleux Bond News services. The Department also publishes the daily Leleux Press Review, containing information on listed companies and macroeconomic reports.

All of this research work serves as a sound basis for the distribution of recommendations on individual securities as part of the General Investment Advice service. The research and analysis work also act as a basis for investment decisions made by the Portfolio Management Department. Finally, the Financial Analysis Department helps prepare our monthly review and draws the attention of our clients to a large number of conferences in the company’s different branches.

Mister Arnaud Delaunay

Mister Arnaud Delaunay began his professional career in the financial sector in February 2006, as a financial adviser with a French asset management company. In August 2008, he joined a French bank as a loan’s analyst. In September 2009, he joined an international audit firm with responsibility for the financial audit of listed companies. In September 2011, Mister Arnaud Delaunay joined the wealth management department of a large international bank based in Paris. Specialized in financial analysis and fund monitoring funds, he decided to join Leleux Associated Brokers as an analyst in April 2012. Since 2019, he has headed the Financial Analysis department.

Mr Bram Vanhevel holds a Master's degree in Political Science from the University of Ghent, obtained the FSMA certification for the Advanced Portfolio Management Programme and is a candidate for the Chartered Financial Analyst (Level I) and Financial Risk Management programmes. He worked for many years as an International Trade Validation Officer at a major local bank. He was responsible for the supervision and validation of the transactional and accounting activities of the bank's investment funds. Mr Vanhevel has a keen interest in the financial markets and is joining Leleux Associated Brokers in June 2021 to work as a financial analyst.

Welcome Desk

In order to optimise our quality of service, our brokerage firm has set up a client Welcome Desk, which operates every business day between 8h00 and 22h00. Our Welcome Desk offers a telephone hotline to cover European and North American market opening hours.

In addition, the Welcome Desk also handles calls from our clients who have not been able to reach their account manager because they are engaged on the phone, in a meeting or absent. A specialist with a keen interest in the financial markets, Mr Johan De Hertogh joined the Dealing Department of Leleux Associated Brokers in June 2005, with responsibility for ensuring the best execution of orders for our institutional clients. In March 2015, he became Head of the Welcome Desk, where with his team he is responsible for our Order Routing and Transmission service. This investment service is reserved for institutional clients from the financial sector and professional clients from the agricultural sector. In this capacity, he is responsible for processing futures and commodities orders and ensuring the best execution of securities orders on markets of which we are members. In addition Mr Johan De Hertogh prepares our daily Leleux Commodities News, which is distributed free of charge by email to all clients using our RTO service.

Legal

The regulatory and fiscal environment surrounding investments in securities has been in a constant state of development for several decades now, particularly since the entry into force of the MiFID and MiFID II European directives as well as the EMIR, MIFIR and GDPR European regulations. In this context, the brokerage firm must regularly review the investment services contracts it signs with its clients, as well as the general terms and conditions of these contracts, in order to ensure that these different documents comply with the new legislation in force. The Legal Department is responsible for this difficult task. Likewise, the tax system that applies to financial transactions in Belgium has been in a constant state of change since 2011. The Legal Department analyses the new tax provisions and transcribes them into the operations of the brokerage firm in partnership with the IT Developments Department and the Compliance Officer.

The brokerage firm’s Legal Department is also responsible for providing customer support in regard to their legal requirements (attendance at general meetings, security ownership certification, tax certificates, etc.) …). The Legal Department also draws up inheritance declarations for transmission to the Ministry of Finance and can, on request, calculate the portfolio value on the date of death (at midnight of the day before death).

Finally, the Legal Department monitors the Quality of service for our clients and oversees cases heard by courts and tribunals in the event of litigation. In this context, the Legal Department is responsible for analysing and processing complaints from our clients sent by post to our Brussels head office and ensuring a swift and appropriate response.

Inspection

The internal control system is essential for the proper functioning of a financial institution. For optimal effectiveness, the internal control system at Leleux Associated Brokers is organised on three levels.

The first level consists of first level controls within the operational departments; these may be automated checks or controls carried out by members of the department. The second level consists of the Inspection Department, which monitors procedures within both branches and departments, the Risk Manager, who measures and controls on an ongoing basis the risk levels of the various departments, and finally the Compliance Officer, who ensures that procedures and operations comply with laws in force (combating money laundering and terrorist financing, protection of privacy, etc.).The third level consists of the internal audit department which continuously endeavours to improve the procedures and proper functioning of the second level controls.

The Inspection Department, based at our Brussels Head Office, is therefore part of the brokerage firm’s second level internal controls. On the basis of a multi-annual inspection plan, it is responsible for ensuring that the firm’s departments and branched apply these procedures correctly.

To that end, every branch is inspected at least once a quarter by a member of our inspection team. As regards the departments, they are inspected several times a year, depending on their degree of risk. Finally, the signatures on every document signed by one of our clients (cash deposit or withdrawal, securities deposited, opening of access to Leleux On Line, discharge for retaining correspondence, etc.) are carefully checked.

Mrs Anja Redant joined the Dealing Department of the brokerage firm Union Belgian Brokers in September 1996.In January 2001, at the time of the merger of J. Leleux & Cie and Union Belgian Brokers, which formed Leleux Associated Brokers, she joined the new Dealing Department, before being appointed Head of the Cash Accounting Department, in which capacity she was responsible for the company’s cash management. She then joined the Inspection Department in 2007, where she is currently responsible for the second level controls for all the brokerage firm’s operational departments.

Financial Controle

The Financial Controle epartment is responsible for fianncial control, fianncial reporting, balance sheets and budget monitoring. The department is also responsible for settling supplier invoices, filing the various tax returns and making payment of the various taxes that our company is required to withhold at source (advance levy on income derived from securities, tax on stock market transactions, European withholding tax for the State of residence, etc.). Finally, the department operates a modern cost accounting system, which enables it to monitor step by step the profitability of the brokerage firm’s different departments.

After graduating with a bachelor’s degree in economics from the ICHEC, Mrs Carine d'Hoop began her professional career as an accountant with an international reinsurance company. After 9 years, she joined an American industrial group, where she was responsible for cash management of the group’s coordination centre for seven years. Mrs Carine d'Hoop then joined a listed Belgian company as group treasurer, before joining Leleux Associated Brokers in February 2004 as head of the firm’s Financial Control department. Mrs Carine d'Hoop is responsible in particular for preparing budgets and establishing reporting to the supervisory authorities (BNB, FSMA, etc.) and the company’s management accounting.

With several years' experience in financial accounting, Mr Ilyas Mejdoub joined Leleux Associated Brokers in November 2020 in the Management Control Department. He is in charge of the company's financial and cost accounting and of the various reports to the supervisory authorities (National Bank of Belgium, FSMA, etc.) and the tax authorities. More specifically, he is responsible for the accounting of our suppliers' purchase invoices, their payment and the allocation of these invoices to the brokerage firm's cost accounting. Mr Ilyas Mejdoub is also in charge of the declarations and payment of the various taxes levied by the brokerage firm (withholding tax, tax on stock exchange operations, French, Italian and Spanish FTT, etc.). Finally, he is involved in monitoring the provisional budget.

Branch network management

Leleux Associated Brokers would like to create a privileged relationship with its clients based on trust and local accessibility. With this in mind, the brokerage firm has established a network of thirty branches in the biggest cities in the country to serve its local clients. Each branch has client advisors who offer their skills and expertise to the branch’s clients.

In order to ensure consistency in the follow-up of our customers, the network of agencies is commercially supervised from our headquarters in Brussels by two branch network managers. One manager for the agencies in Flanders and one manager for the agencies in Wallonia and Brussels. They are both responsible for ensuring that each branch of the investment firm offers the same quality and range of services to our clients.

The Compliance function is therefore part of the second level of internal controls. It is an independent function within the company. Its role is to monitor and improve compliance by the company and all employees with rules relating to the integrity of investment activity. These rules are both those that derive from the firm’s policy in the area as set out in the code of professional ethics and general principles of conduct, as cited in the internal company regulations, and rules established by statute for investment firms and other legal and regulatory provisions applicable to the sector.

The Compliance function also includes ensuring the effective application of the company’s integrity policy as specified in the internal rules of procedure. The compliance officer coordinates and takes the required initiatives so that all departments effectively apply the internal company regulations with regard to the soundness of investment activity.

After obtaining a Masters in Economics (specialization in Finance) at the Lille School of Management and a Masters in Internal Audit at the Leuven School of Management, Arduin Tabary started his career as a private banker at a French bank in Lille.

A couple of years later, he relocated to Brussels and focused his career on Compliance. He obtained the qualification as Certified Compliance Officer in 2015.

Arduin worked for several banks and gained a vast experience in compliance and risk management before joining Leleux Associated Brokers in 2022 as Compliance Officer.

Risk Management is therefore part of the second level of internal controls at Leleux Associated Brokers. In a brokerage firm dealing in a wide variety of financial products, ranging from euro-bonds to options and futures, and with a network of around thirty branches, operational risk management is vital. In drawing up every day a risk table for the company’s activities, the Risk Manager checks that the risk level of the company’s various activities is controlled and acceptable. At the same time as managing and supervising operational risks, the Risk Manager is also responsible for overseeing the solvency risk of our clients by monitoring debtor clients and the prompt payment of margin calls in the case of clients trading in derivative products. Finally, the Risk Manager is also responsible for controlling and supervising stops on bearer securities handled by our firm.

In addition to monitoring operational risks, the Risk Manager also participates in drawing up procedures for the governance of the company’s new activities in order to limit the risks involved.

The internal audit department is the third and final level of internal controls at Leleux Associated Brokers. In this regard, the scope of its responsibilities is defined in an internal audit charter, signed between the internal auditor and the brokerage firm’s Board of Directors. This document underscores the internal auditor’s independence and guarantees unlimited access to all the brokerage firm’s documents and procedures.

The internal audit function controls, from a general point of view, the way in which the company operates and draws up recommendations for the Board of Directors, with the aim of improving on an ongoing basis the security of the assets of our clients, our operating processes and the necessary separation of functions within the company. The internal auditor is also the principal point of contact for our statutory auditors and our supervisory authority, the National Bank of Belgium.

In July 1999, he joined a listed company as internal auditor with responsibility for operational aspects. In December 2004, Mr Thomas Vandendaelen joined a prestigious international firm of auditors, before deciding to join Leleux Associated Brokers in September 2006 as internal auditor.

The Marketing & Communications Department is situated at the heart of our head offices in Brussels. Its purpose is to respond to the constant evolution of communication methods and to face the challenges in this new age of information sharing. Logistics

Every day our company sends out thousands of letters and other documents to our clients. They may be letters announcing a corporate action, account statements, securities or cash account statements or our monthly reviews. Therefore the logistic department is in charge of a high-level dispatching center, which enables us to handle thousands of mailings every day.

The department also has a logistics team, which is responsible not only for the maintenance and work to be carried out at our head office, but also for the maintenance and work to be carried out in our branch network, in order to ensure an efficient, client-friendly environment.
